博士，正高级工程师，IET会士，IEEE高级会员。

中国信息通信研究院人工智能研究所副所长，人工智能与大数据领域主席；中国—金砖国家人工智能发展与合作中心办公室副主任；国际电信联盟发展局第二研究组副主席。

主要从事人工智能技术的应用研究。主持重大专项、重点研发计划、中外合作和自然科学基金项目等10项。

PhD, FIET, IEEE Senior Member.

Deputy Director of the Artificial Intelligence Research Institute, China Academy of Information and Communications Technology (CAICT); Chair in the field of Artificial Intelligence and Big Data; Deputy Director of the Office of the China–BRICS Artificial Intelligence Development and Cooperation Center; Vice-Chair of Study Group 2 of the Telecommunication Development Bureau of the International Telecommunication Union (ITU-D).

He primarily focuses on applied research in artificial intelligence technologies. He has led 10 major projects, including key special projects, key R&D programs, Sino-foreign cooperation initiatives, and projects supported by the National Natural Science Foundation of China (NSFC).
